Take a timer window again when the wall clock jumped in it
server_timers compares the times an app saw with the wall clock read
around them. WSL2's clock is set back about 2 s every 32 s (research
029): a window holding such a step says nothing of the times seen, and
failed the check there 4 times in 20. It is taken again (up to three
times) when the wall clock and the monotonic one moved more than 50 ms
apart over it; the report counts the windows taken again.
