Design 025: stage 2 reshaped after stage 1 (134): scalar segments planned at load, run by the same rules with the per-instruction pass as fallback, and a list's cells once a batch; bars by arithmetic: knapsack's inner block has 10-12 of 24 instructions in segments, so 0.45 us a batch and 9.2 ms (the compiled code's 7.9 needs stage 4's passes), matmul 33 ms, sum0 1,300 instructions a batch
